OPA for the Remote Pilot’s Manage C2 Link Activity
The remote pilot activity of “Manage C2 Link” describes all their interactions with the C2
Link System to maintain the required C2 Link System’s performance during the operation
of a flight. The remote pilot would accomplish this by interacting with the CS C2 Link
System Management interface. Those interactions would allow the remote pilot to control
the various link and network settings. The C2 Link System Management interface will
also provide the remote pilot with status reporting and annunciations derived from the C2
Link System. This Subsection is split into two major parts, both of which are associated
with OR-1.5 which requires the ability of the remote pilot to manage the C2 Link System.
The first part, Subsection E.7.1, covers the Status Reporting aspects of the C2 Link System
management as described in FR-3.1. The second part, Subsection E.7.2, covers the
Switchover aspects of the C2 Link System management as described in FR-2.3. Both parts
describe the development of the performance requirements to support OR-1.5 using the
Linear Sensing and the Aerial Survey CONOPS and the selected scenarios and Use Cases
(Status Reporting in C1-S1-UCA4b and C1-S1-UCA4d and Switchover in C1-S1-UC2.1a,
C1-S1-UC5.3a, C1-S1-UC2.1b and C1-S1-UC5.3b) as described in B.8.1in the OSED and
listed in Table E-2 and E-3 in this OPA’s introduction section.
C2 Link System Status Reporting - Supporting FR-3.1
Statusing of the C2 Link System could possibly be achieved by simply letting the remote
pilot observe changes to the UA flight parameters or UA location on their CS instrument
panel. However, this would only check the telemetry aspects of the C2 Link System and
only be effective if these parameters change frequently and the remote pilot’s workload is
such that they can perform this observation activity in a timely manner.
Statusing of the C2 Link System could also possibly be achieved by the remote pilot
checking the responsiveness of the UA to telecommands sent from the CS by observing
the subsequent changes of the UA operational state on the CS instrumentation panel. This
latter approach would status both directions of the C2 Link System but agai n would rely
on the need for the operational state of the UA having to be changed for the remote pilot
to be able to check the C2 Link Systems’ availability and for the pilot to be continuously
checking the instruments.
Effective statusing the C2 Link System, particularly for interruptions, requires continuous
assessment of the Quality of Service Delivered (QoSD). This is because the need for the
C2 Link System to be available to deliver, for example, a controller instruction or
information about a DAA intruder, cannot be predicted. So, the remote pilot would not
know those information exchanges had been transmitted (but not received) if they relied
on the two methods described in the previous two paragraphs.
Additionally, since there is no human in the UA, effective statusing will require that the
ARS and AES provide “machine-readable” information to the higher layer UA applications
and systems. These UA applications and systems could then send that telecommand link
C2 Link System related QoSD information back to the CS over the telemetry side of the
C2 Link System. This would allow applications in the CS to provide the remote pilot with
status on both the telecommand and telemetry sides of the C2 Link System.
Because of the inadequacies of the above two remote pilot dependent methods, this
MASPS determined that FR-3.1 was required so that the C2 Link System provides the CS
and UA with information about its status. Within this Subsection, the required performance
of this C2 Link System Status Reporting has been developed. This MASPS also
determined that any monitoring of thresholds and annunciation of state changes should be
performed external to the C2 Link System. So, this MASPS only addresses the
performance of the basic QoSD status reporting by the C2 Link System and not any
