ICAO is constrained by the Chicago Convention treaty that created the body and
established its mandate to set standards for the regulation of international aviation
operations. ICAO is also constrained by the annual budget to hire the technical expertise
required to create the standards. To supplement their budget, they request the member
nations to participate in panels like the ongoing RPAS Panel. The panel is constrained by
the process of creating and obtaining approval for SARPs. The RPAS panel is further
constrained by the need for international standards that specify appropriate requirements
for UAS C2 Link Systems.
International Telecommunications Union Radio Communications Sector (ITU-R)
The ITU-R is a specialized agency of the UN that is responsible for issues that concern
information and communication technologies. The ITU coordinates the shared global use
of the RF spectrum, promotes international cooperation in assigning satellite orbits, works
to improve telecommunication infrastructure in the developing world, and assists in the
development and coordination of worldwide technical standards. ITU-R Working Party 5B
(Maritime mobile service including the Global Maritime Distress and Safety System) is the
group that develops technical and regulatory material related to UAS spectrum. That
development is in response to the approximately quadrennial World Radiocommunication
Conference Agenda Items that identify work topics for the various ITU-R Working Parties.
The goal of ITU-R is to ensure interference free operations of radiocommunication
systems. This is ensured through implementation of the Radio Regulations and Regional
Agreements, and the efficient and timely update of these instruments through the processes
of the World and Regional Radiocommunication Conferences. Furthermore, radio
standardization establishes recommendations intended to achieve the necessary
performance and quality in operating radiocommunication systems. It also seeks ways and
means to conserve spectrum and ensure flexibility for future expansion and new
The ITU Constitution and Convention is the basic treaty that establishes the legal basis for
the Union and defines its purpose and structure. It can be modified by plenipotentiary
conferences but remains materially unchanged since it underwent a major update in 1992.
The Radio Regulations incorporate the decisions of the World Radiocommunication
Conferences, including all appendices, resolutions, recommendations and ITU-R
recommendations incorporated by reference. The Rules of Procedure which are approved
by the Radio Regulations Board complement the Radio Regulations by providing
clarification of the application of particular Regulations or establishing the necessary
practical procedures that may not be provided for in the current Regulatory Procedures.
Life Cycle Aspects
Each C2 Link System will need to be approved by the FAA as a part of the UAS
certification process. The trade space for developing a UAS design can greatly influence
the requirements for the C2 Link System. If there is a greater dependence on the remote
pilot to “just” manage vs. actually “fly” the flight of the UA, this will require higher
reliability and availability from the C2 Link System. Yet, higher levels of automation on
the aircraft could reduce the demands on the link. Each system will ha ve to be designed
around the range of missions to be undertaken and the business case for using UA vs.
